The Malaysian Plastics Manufacturers Association (MPMA) wishes to alert members that India’s Directorate General of Trade Remedies (DGTR) has initiated an anticircumvention investigation concerning imports of Chlorinated Polyvinyl Chloride (CPVC) Resin, whether or not further processed into compound, involving exports from Malaysia, Japan and Thailand.
The investigation concerns the alleged circumvention of existing Indian anti-dumping duties imposed on CPVC originating in or exported from China PR and Korea RP. The investigation was initiated on 16 September 2026.
Malaysian companies involved in the manufacture, compounding, processing or export of CPVC to India, particularly those whose supply chains involve CPVC or related inputs originating from China PR or Korea RP, are advised to review the matter urgently.
Key Information
Product under investigation: Chlorinated Polyvinyl Chloride (CPVC) Resin, whether or not further processed into compound.
Customs tariff items: 3904.90.10 and 3904.90.90
Countries concerned: Malaysia, Japan and Thailand
Period of Investigation: 1 April 2025 – 31 March 2026
The investigation seeks to determine whether the existing anti-dumping duties on CPVC from China PR and Korea RP are being circumvented through the countries concerned.
The initiation of the investigation does not constitute a finding that circumvention has occurred.
DGTR has also recommended that imports of the product under investigation be provisionally assessed and that an appropriate guarantee may be obtained from importers pending the outcome of the investigation.
What Affected Members Should Do
Members that may be affected are strongly advised to:
Review their supply chains immediately, including the origin of CPVC raw materials, production/processing activities and exports to India.
Review and retain supporting documentation for the investigation period, including import records, supplier information, production records, bills of materials, invoices, export documentation and certificates of origin.
Register
as an interested party on DGTR’s SETU Portal at setu.dgtr.gov.in if the company has an interest in exports of the product under investigation to India.
Complete the relevant DGTR Exporter Questionnaire and provide supporting information, where applicable.
Ensure that both Confidential (CV) and Non-Confidential (NCV) versions of submissions are prepared in accordance with DGTR requirements.
Observe the submission deadline carefully. DGTR states that questionnaire responses and other submissions must be uploaded within 37 days from the applicable circulation/transmission of the non-confidential application. Affected companies should confirm their applicable deadline through SETU and/or MITI rather than assume that the 37-day period runs from the date of the initiation notification.
Failure to provide the necessary information within the prescribed period may result in DGTR making its findings based on the facts available on record.
Members exporting CPVC to India or involved in relevant CPVC supply chains are encouraged not to wait until the deadline to determine whether they are affected.
Companies should assess their exposure promptly and, where necessary, seek advice from MITI's Trade Practices Section and/or their trade-remedy advisers regarding participation in the investigation.
