The Solid Waste and Public Cleansing Management Corporation (SWCorp), an agency under the Ministry of Housing and Local Government (KPKT), has introduced the EDCII System, an online platform for commercial, industrial and institutional (CII) premises to carry out self-regulation compliance and report their solid waste data. This is a requirement under the Solid Waste and Public Cleansing Management (Scheme for Commercial, Industrial and Institutional Solid Waste) Regulations 2018 [P.U.(A) 181/2018] under Act 672.
Who needs to comply
Members with premises (factories, warehouses or offices) located in the seven states that have adopted Act 672: Wilayah Persekutuan Kuala Lumpur and Putrajaya, Negeri Sembilan, Melaka, Johor, Pahang, Kedah and Perlis. Each premises or branch must be registered separately.
Why it matters
Submission of the required information is mandatory. Failure to do so is an offence and, upon conviction, is liable to a fine not exceeding RM10,000. The data will form SWCorp’s national database of CII premises, which will inform future policy and enforcement on CII waste. Complete and accurate submissions from our industry also strengthen MPMA’s position when engaging the Government on waste management policy.
What members need to submit
- Self-Regulation Compliance Form (Borang Pematuhan)Five tabs, all mandatory: appointment of a licensed waste collector, Regulation 6 (appointment of licensed collector and records), Regulation 7 (separation of CII waste and collection point requirements), Regulation 9 (keeping collection records for 7 years) and the Declaration (Perakuan). Items marked in red require photos or supporting documents to be uploaded.
- Monthly Waste Generation Data (Janaan Sisa Premis)The total waste generated for each month, entered by waste category, with the weight and disposal method. For example, add up all waste generated in January first, then enter the monthly total under the relevant categories. Repeat for each subsequent month.
How to do it
- Go to edcii.swcorp.my and click DAFTAR PREMIS (PEMATUHAN KENDIRI). Under the registration number field, enter your SSM number followed by the premises or branch name.
- A temporary password will be emailed to the registered officer. Log in using the officer’s IC number and that password.
- Go to Pematuhan Kendiri > Borang Pematuhan, complete all five tabs, upload supporting documents (click the ⓘ icon to view examples), and click DISAHKAN under the Perakuan tab to submit.
- Go to Pematuhan Kendiri > Janaan Sisa Premis, click DAFTAR for each month and enter the waste data.
- Check your submission status under Rekod Pematuhan.
To save time, prepare the following beforehand: your licensed collector appointment letter or contract, collection records or receipts, photos of your waste segregation and collection area, and monthly waste weights by category.
Members involved in recycling may note that the EDCII System also includes a separate registration for recyclers (Daftar Pengilang 3R). MPMA will share further details once confirmed with SWCorp.
The EDCII User Manual (Modul Premis) is attached for step-by-step guidance.
